  1. INTRODUCTION

Mukand Lal National College was established in 1955 by a great visionary and educationist Seth Jai Prakash Ji in the cherished memory of his illustrious father Seth Mukand Lal Ji, who was a renowned Gandhian and philanthropist. From the founder Principal Mr. R.N. Rihan, Prof. Tilak Raj Chadha took over the charge. He and his successors, Dr. B.K. Chanan, Dr. K.L. Johar ,Dr. Ramesh Kumar and Dr. Shailesh Kapoor with the able support and magnanimity of Chairman, Seth Ashok Kumar Ji coupled with unstinted support of faculty members have succeeded in carving a niche for the college as a premier institute of higher education in Northern India. The present incumbent, has taken the baton from his illustrious predecessors with the mission of carrying the College to still greater heights with the blessings and guidance of Sh. Ashok Kumar, Chairman, and day to day active support from Dr. Ramesh Kumar, General Secretary, College Managing Committee coupled with full support from the experienced and dedicated faculty. During the course of its long journey, the College has scaled towering heights in academics, sports, co-curricular activities and social service and its alumni has made a mark in different fields of public service and public life.

The college has been declared as College with Potential for Excellence (CPE) by the University Grants Commission of India, New Delhi.

·       Proactively seek research funding from various funding agencies to support and advance research initiatives within the college.

·       Strategically plan and efficiently manage the recruitment and staffing process for teaching, technical, and supporting staff, ensuring the right talent is in place to meet the college’s objectives.

·       Implement effective budgetary optimization strategies to maximize income and optimize expenditure, ensuring financial resources are allocated efficiently and effectively.

·       Adhere to the rules, regulations, and guidelines outlined by the Parent University, and Government of Haryana in the admissions process, ensuring fairness, transparency, and compliance.

·       Assume responsibility for the overall administration of the college, overseeing various operational aspects and ensuring smooth functioning.

·       Convene meetings of the Statutory Bodies of the College in accordance with established norms, providing a platform for decision-making, policy formulation, and governance.

·       Provide inspirational and motivational value-based academic and executive leadership to the college through policy formation, operational management, optimization of human resources and concern for environment and sustainability

Head of Department

·       Providing assistance and cooperation to the Principal in the effective management of the college.

·       Regularly evaluating the educational standards and achievements within the Department.

·       Facilitating coordination among faculty members for the effective delivery of teaching and learning.

·       Ensuring the timely procurement and availability of necessary textbooks, instructional materials, and equipment.

·       Allocating funds to ensure the availability of necessary equipment, supplies, and maintenance for the laboratories.

·       Coordinating with relevant staff and technicians to ensure timely repairs and upkeep of necessary resources.

·       Providing a platform for faculty members to share progress, exchange ideas, and address any challenges.

Controller of Examinations

·       Ensuring compliance with the regulations and instructions provided by the Parent University regarding examinations.

·       Developing a well-organized examinations schedule and effectively communicating it to the staff, parents, and students.

·       Facilitating the seamless administration of both internal and external examinations.

·       Allocating responsibilities and assigning invigilation duties to appropriate staff members.

·       Maintaining comprehensive records and documents pertaining to the examination processes and procedures.

·       Ensuring strict adherence to the rules and regulations set forth for the conduct of examinations.

·       Engaging in timely and effective communication with stakeholders, including students, parents, teachers, and relevant authorities.

Training and Placement Officer

·       Implement employability, entrepreneurship, and soft skills programs.

·       Organize personality development awareness camps and programs.

·       Offer guidance for education and job opportunities through counseling.

·       Coordinate campus interviews.

·       Foster industry-institute interaction for internships, sponsored projects, and placements.

Faculty

·       Develop teaching materials, plan lessons, establish laboratories, and conduct experiments.

·       Engage in unscheduled teaching activities, such as student counseling, test paper setting and grading, arranging class-tests and administration, and overseeing student projects.

·       Adapt curriculum to meet the growing knowledge demands and evolving industry needs.

·       Fulfill assigned duties and responsibilities by the Principal and the Department Head.

·       Act as a mentor for student activities including literary, sports, and student progression systems.

·       Contribute to departmental and college administration by serving as a committee member or convener.

Sports-in-Charge

·       Coordinate sports events within the college as well as between different colleges for student participation.

·       Acquire and provide access to sports materials and equipment for students’ use.

·       Encourage and prioritize good health among students by integrating physical activity into their routine, enabling them to stay fit

·       Foster the values of team spirit and emphasize the importance of working together as part of a team.

·       Encourage students to develop competitive spirit by emphasizing the significance of teamwork.

NCC

·       Conduct regular training programs to develop discipline, leadership, and physical fitness among the cadets.

·       Foster a sense of national pride, patriotism, and social responsibility among the cadets by engaging in community service activities such as blood donation drives, cleanliness drives, and awareness campaigns on social issues.

·       Provide opportunities for cadets to participate in national-level adventure camps and competitions, fostering personal growth and self-confidence.

·       Play an active role in flag hoisting ceremonies, paying homage to the nation and promoting a sense of pride and respect for the country by taking part in parades held at Republic Day, Independence Day and Sports Mela celebrations.

·       Encourage cadets to participate in various NCC camps to enhance their skills and showcase their talent.

·       Instill values of discipline, integrity, and ethical conduct among the cadets.

NSS

·       Engaging students in community service activities for social welfare and development.

·       Conducting awareness campaigns on various social issues, such as health, hygiene, literacy, and environmental conservation.

·       Organizing blood donation drives, cleanliness drives, and other initiatives for community service.

·       Encouraging students to actively participate in National-Level and State-Level NSS camps and events.

·       Collaborating with NGOs, government agencies, and local communities to address social challenges.

·       Supporting the holistic development of students by nurturing their civic sense, teamwork, and selfless service.

 9.

Alumni Association Committee

·       Establishing committees and maintaining accurate records of their meetings.

·       Managing and keeping the Alumni database up to date.

·       Planning and coordinating Alumni reunions and events.

·       Maintaining regular communication with alumni to enhance the curriculum, support entrepreneurship development activities, and foster alumni engagement.

 10.

Anti-Ragging Committee

·       Take measures to prevent any incidents of ragging within the campus, off-campus areas, hostels, or any other location on the premises.

·       Establish and oversee an Anti-ragging squad, ensuring they follow fair and transparent procedures and uphold the principles of natural justice.

·       Provide accused students with adequate opportunities to present their case and consider all relevant information.

 11.

Anti-Sexual Harassment Committee

·       Create awareness among students, faculty, and staff about the UGC’s Anti-Sexual Harassment policy, its provisions, and their rights and responsibilities by organizing awareness programs, workshops, and training sessions.

·       Receive and address complaints related to sexual harassment promptly and sensitively, ensuring confidentiality and impartiality while taking measures to ensure the safety and well-being of the complainant.

·       Provide comprehensive support and guidance to the complainant throughout the proceedings, offering necessary assistance and resources.

·       Maintain accurate records of complaints, investigations, and actions taken by the committee.

·       Regularly evaluate the effectiveness of the committee’s activities and processes and implement necessary improvements to enhance the prevention and redressal of sexual harassment incidents.

Anti-Corruption Committee

·       Promoting ethical conduct and integrity.

·       Preventing corrupt practices within the college.

·       Investigating and addressing reports of corruption.

·       Conducting awareness programs on the consequences of corruption.

·       Protecting whistleblowers.

·       Collaborating with authorities and anti-corruption bodies.

Grievances-Redressal Committee

·       Install a visible complaint box at a prominent location within the College building and regularly check its contents.

Legal Literacy Cell

·       Raise awareness among students about their rights, legal provisions, and the functioning of the legal system.

·       Assist students in understanding legal procedures, documentation, and available legal remedies in case of legal issues or disputes.

·       Conduct workshops, seminars, and sessions to educate students on various legal topics relevant to their lives.

·       Facilitate mediation and dispute resolution processes within the college community, promoting peaceful settlement of conflicts and fostering a culture of understanding.

Women Study Cell

·       Raise awareness about gender issues and work towards creating a gender-sensitive and inclusive environment within the college.

·       Conduct programs that address gender-related topics such as women’s rights, gender-based violence, and empowerment, providing a platform for discussion and learning.

·       Advocate for gender-responsive policies and practices within the college, making recommendations to the college administration on measures to promote gender equality.

·       Initiate campaigns and events to raise awareness about gender stereotypes, women’s rights, and the importance of gender equality among the college community.

Internal Quality Assurance Cell (IQAC)

·       Formulate quality assurance policies and guidelines to ensure the maintenance and enhancement of academic standards in the college.

·       Monitor and evaluate the implementation of quality enhancement measures, including curriculum development, teaching methodologies, assessment systems, and infrastructure facilities.

·       Define quality benchmarks and standards for various academic activities, including teaching, research, student support services, and governance.

·       Manage documentation related to library operations.

Administrative Office Staff

·       Handle all aspects of program admissions and their administration.

·       Maintain records of students’ original documents and general register.

·       Process and issue documents such as bonafide certificates, leaving/transfer certificates, fee structures, and concession forms.

·       Manage online student data and maintain statistical information.

·       Collect and submit eligibility and pro-rata fees.

·       Maintain records of proceedings from Local Managing Committee, Governing Body, and other statutory committees.

·       Manage leave records, service books, and staff personal files.

·       Provide guidance for form filling and submission for reserved students applying for scholarships or fee reimbursement.

·       Maintain records and oversee the maintenance of college property.

Accounts Clerk

·       Process salary payments using payroll software and maintain salary records.

·       Prepare Provident Fund (P.F.) statements.

·       Calculate and generate Form No.16, TDS (Tax Deducted at Source), and Professional Tax.

·       File e-TDS/GST returns on a quarterly basis.

·       Issue salary certificates to employees upon request.

·       Evaluate and assess budgetary allocation to optimize resources in consultation with the Principal.

·       Maintain bank and cash books for accurate financial records.

·       Prepare the balance sheet by performing necessary calculations and ensure it undergoes auditing.

Lab Assistants

·       Maintain accurate records of broken glassware.

·       Track and manage inventory of chemicals and glassware.

·       Conduct calibration and validation of instruments and equipment.

·       Facilitate the distribution and return of glassware to students for practical use.

·       Ensure cleanliness and tidiness in laboratories by performing cleaning tasks.

·       Thoroughly clean glassware, equipment, and working platforms.

·       Provide assistance and support to the Head of the Department (HOD) and other faculty members.
